Police officers discussing situation 17. Tractor driving through water in the pond STORYLINE: Several dozen demonstrators were arrested on the grounds of the United States Capitol on Monday morning. Demonstrators were engaging in an act of civil disobedience after US President George W. Bush abandoned the diplomatic route towards solving the Iraq crisis. Nearly 150 demonstrators started the march following a prayer service in a church some six blocks from the Capitol. Three of those present had lost family members in the September 11 attacks, and said that did not justify war. Once marchers reached Capitol Hill grounds, police officers set up a line and warned demonstrators not to cross the line unless they were willing to be arrested. In groups of two or three, the demonstrators linked arms and cross the police lines. They were immediately arrested, handcuffed and ushered off police grounds by police officers. In New York, 15 demonstrators were arrested for blocking the United States mission to the United Nations. Police arrested the protestors peacefully after giving them an opportunity to deliver short speeches. On Monday afternoon in Washington, police closed a major downtown avenue because of a stand-off between police and a man who drove a farm tractor into a pond near the Washington Monument. The tractor had messages on its cab supporting veterans. U-S Park Police have been talking to the man inside the tractor's cab, who's been playing military music and waiving an American flag. Police roped off the surrounding Constitution Gardens with crime scene tape, and are keeping reporters at a distance.
