Final Fantasy VI-Storm Dragon-Boss Battle #57

I'm confused, isn't the first move he is supposed to use is Cyclonic? He didn't use it once on me, that was the whole reason I used Curaga off the bat. Kinda weird....or maybe he uses it whenever idk. Anyways, this was fairly difficult, but since I had a load of impartisans from camping at dinosaur forest, I was able to deal major damage ;)
