A man in his 40s and an eight year-old boy were among the dead. A woman aged 23 and a five year-old girl were injured but were in stable condition, a hospital official said. Several people were trapped under the rubble. There was no immediate word about the cause of the blast. Witnesses said it came from inside the building. Arafat was in his headquarters building at the time of the explosion. Earlier on Monday a bomb exploded inside a Jewish settlement in the Gaza Strip, killing one Palestinian worker and wounding another. Since the fighting began last September, 426 people have been killed on the Palestinian side and 71 on the Israeli side. Israeli Prime Minister Ariel Sharon insisted on an extended period of calm before relaunching any peace talks with the Palestinians.
