Testimony in the second phase of the Capital Gazette mass shooting trial centered Monday on whether convicted gunman Jarrod Ramos is mentally ill or simply a perfectionist. For the first two weeks of the trial, the jury heard the defense side of the story: Ramos was insane, didn’t know his actions were criminal and he couldn’t stop himself from that conduct.
