Its 2400MHz its not the processor.Its a 8 core at 4.4 to 4.7GHz each core and the graphics card is no slouch.If you dont know the level of a R9 390 ill show you. www.hwcompare.com/33989/radeon-r9-390-8g-vs-radeon-rx-580/ Nothing is set to Ultra.Only High settings.This is on a Windows 10 with DX12 active.This is on a 240GB SSD at R550 W550 so no excuses.Yes there are mods.The mods have no impact on performance.This is how the game is just on high settings.An its garbage! it needs to be optimized by Bethesda or AMD an NOT Nvidia.Games are for everyone.NOT JUST NVIDIA users. Apparently you need to unpack all your textures an manually install them in a zip. This can be done with a program called BSA unpacker. Once done you no longer get random rainbow colors. You need different programs to fix the performance. Its like the game was designed NOT to work for AMD. I have contacted Bethesda on fixing this. No response.
