CGC 9 8 Pre-order Rant: Is CGC grading being affected?

After receiving a pre-ordered 9.8 guaranteed book from an online retailer, I found a book that did not appear to be a 9.8 by any standard, and it was encapsulated in a truly horrific case. In this video we will review the book and I'll ask the question are these guarantee 9.8 pre-order sales affecting CGC's grading. Image quality on the still photos may be suspect in the video.
