2016: Letter from Jean Jacques to FOX61

Jean Jacques, who came to the U.S. illegally from Haiti in 1996, got himself in trouble quickly and served 17 years for attempted murder. In his letter to FOX61, he vented about time spent at detention facilities after being released from prison. He said, "After three months in custody of the immigration center in Boston, I was then transferred to the immigration center in Louisiana. I was then told that from this facility I would be brought back to Haiti. This still did not happen." He says, from the time he got out of prison in 2012, he was sent back-and-forth, between Boston and Louisiana, couple of times before finally being released by immigration and customs enforcement in January 2015, 5 months before killing Casey Chadwick, whose boyfriend had drug dealings with Jacques. Wendy Hartling, Casey Chadwicks Mother said, "I do care why you found it necessary to stab my daughter 15 times and shove her in a closet." "I wont see Casey get married. I wont see her have a child which is something she was talking about recently," said Hartling. After finding a job in New York ... she told me to ... come see her every year... After this, I made a trip to Norwich to see my probation officer.
