Tropical storm Philippe and tropical storm Rina battle against shearing winds that have kept both cyclones weak. Although uncertainty continues in the forecast, it is very likely that the cyclone's center will not reach the Caribbean. Some models bring tropical storm Philippe close to the islands north of the Lesser Antilles. Puerto Rico and the Dominican Republic are out of danger.
