#uttarakhand_prt_vacancy #uttarakhand_primary_teachers_vacancy #uttarakhand_prathmik_shikshk_bharti_2025 #uttarakhand_teachers_vacancy #uttrakhandupdate #uttarakhand #उत्तराखंड #उत्तराखंड_न्यूज #उत्तराखंड_प्राथमिक_शिक्षक #deled #ded #deepsupervision #deled #niosdeled #specialeducationteacher #specialeducation #niyamawali #द्वितीयचरण #प्राथमिक_शिक्षक_भर्ती_द्वितीय_चरण #प्राथमिकशिक्षकभर्ती 📌Telegram : https://t.me/deepsupervision 📌WhatsApp : https://whatsapp.com/channel/0029VbAr... नई प्राथमिक शिक्षक भर्ती उत्तराखंड के लिए सचिवालय आदेश | प्राथमिक नियमावली संशोधन | D.Ed | D.El.Ed | ‪@deepsupervision6315‬ उत्तराखण्ड शासन बेसिक शिक्षा अनुभाग दिनांक 28 मई, 2025 कार्यकारी आदेश मा० सर्वोच्च न्यायालय, नई दिल्ली में संस्थित रिट याचिका ( मा० सर्वोच्च न्यायालय द्वारा पारित आदेश दिनांक 28.10.2021 के प्रारम्भिक शिक्षा संवर्ग के अन्तर्गत सहायक अध्यापक के आस्थगित (Abeyance) रखे गये कुल 3246 पदों में से विशेष शिक्षकों की नियुक्ति हेतु 380 पदों को पुनर्जीवित किये जाने की अनुमति शासनादेश चूंकि शासनादेश संख्या-66375/2022, दिनांक 27.09.2022 द्वारा सहायक अध्यापक के पुनर्जीवित किये गये 380 पदों में से प्रारम्भिक शिक्षा संवर्ग (कक्षा-1 से 5) हेतु 285 पदों पर विशेष आवश्यकता वाले बच्चों की शिक्षा के लिये विशेष शिक्षकों की नियुक्ति की जानी है। विशेष शिक्षकों की नियुक्ति के सम्बन्ध में उत्तराखण्ड राजकीय प्रारम्भिक शिक्षा (अध्यापक) सेवा नियमावली, 2012 (यथात्तंशोधित) में वर्तमान में प्राविधान नहीं है, तथा उक्त सेवा नियमावली में यथावश्यक संशोधन में कुछ समय लगना अवश्यम्‌भावी है। अतः सेवा नियमावली में संशोधन होने तक, पूर्व में निर्गत कार्यकारी आदेश संख्या-109430/2023, दिनांक 25 मार्च, 2023 में संशोधन करते हुये राज्यान्तर्गत प्रारम्भिक शिक्षा संवर्ग के राजकीय प्राथमिक विद्यालयों में विशेष शिक्षकों की नियुक्ति प्रक्रिया प्रारम्भ किये जाने हेतु इस कार्यकारी आदेश द्वारा निम्नलिखित प्राविधान निर्धारित किए जाने की श्री राज्यपाल सहर्ष स्वीकृति प्रदान करते हैं:- भर्ती का स्रोत- (1) सहायक अध्यापक के पुनर्जीवित किये गये 380 पदों में से 285 पदों के सापेक्ष प्रारम्भिक शिक्षा संवर्ग (कक्षा 1 से 5) में सीधी भर्ती द्वारा। शैक्षिक अर्हतायें (1) विशेष शिक्षक हेतु अभ्यर्थियों का चयन राष्ट्रीय अध्यापक शिक्षा परिषद एवं भारतीय पुनर्वास परिषद द्वारा निर्धारित शैक्षिक प्रशिक्षण अर्हताओं के अनुसार किया जायेगा। (2) उत्तराखण्ड राजकीय प्रारम्भिक शिक्षा (अध्यापक) सेवा नियमावली, 2012 (यथा संशोधित नियमावली)' के सुसंगत प्राविधानों के अनुसार स्नातक योग्यता के साथ भारतीय पुनर्वास परिषद (आर०सी०आई०) द्वारा मान्यता प्राप्त डी०एड० विशेष शिक्षा अथवा आर०सी०आई० द्वारा मान्यता प्राप्त समकक्ष डिप्लोमा के साथ अध्यापक पात्रता परीक्षा-प्रथम उत्तीर्ण होना अनिवार्य होगा। (3) चयन के उपरान्त नवनियुक्त विशेष शिक्षकों को दो वर्ष के भीतर एन०सी०टी०ई० द्वारा मान्यता प्राप्त प्राथमिक शिक्षा में 06 महीने का एक सेतु पाठ्यक्रम (ब्रिज कोर्स) आवश्यक रूप से पूरा करना होगा। Uttarakhand Government Basic Education Part executive Order In compliance with the order dated 28.10.2021 passed by the Hon'ble Supreme Court in the writ petition (civil) number-132/2016 Shri Rajneesh Kumar Pandey and others vs Union of India and others, instituted in the Hon'ble Supreme Court, New Delhi, permission to revive 380 posts for the appointment of special teachers out of the total 3246 posts of Assistant Teacher kept in abeyance under the Since out of the 380 posts of Assistant Teacher revived by posts for the Elementary Education Cadre (Class-1 to 5) are to be filled with special teachers for the education of children with special needs. There is currently no provision in the Uttarakhand State Elementary Education (Teacher) Service Rules, 2012 (as amended) regarding the appointment of special teachers, and it is inevitable that some time will be taken in making necessary amendments in the said Service Rules. Therefore, till the amendment in the service rules, amending the earlier issued Executive executive order for starting the process of appointment of special teachers in government primary schools of elementary education cadre within the state:- Source of recruitment- (1) By direct recruitment in the Elementary Education Cadre (Classes 1 to 5) against 285 posts out of 380 posts of Assistant Teacher revived vide Government Order No. 66375/2022, dated 27.09.2022. educational qualifications (1) The selection of candidates for Special Educator shall be made in accordance with the educational training qualifications prescribed by the National Council for Teacher Education and the Rehabilitation Council of India. (2) It shall be compulsory for a candidate to have passed the Teacher Eligibility Test-I along with Graduation qualification as per the relevant provisions of the Uttarakhand State Elementary Education (Teacher) Service Rules, 2012 (as amended) along with D.Ed. Special Education recognized by the Rehabilitation Council of India (RCI) or an equivalent Diploma recognized by the RCI. (3) After selection, the newly appointed Special Educators shall be required to complete a 6 months’ bridge course in elementary education recognized by NCTE within two years
