Bioshock Infinite 1999 Mode is Bioshock Infinites hardest difficulty and in the previous Bioshock games there were achievements tied to beating the hardest difficulty without dying, however in Bioshock infinite the difficult achievement is to beat the game on 1999 mode without using the Dollar Bill vending machines. The Dollar Bill vending machines are your main source of health kits, salts and ammo so finding these supplies will be very difficulty which is why the achievement is called "Scavenger Hunt".
