If it doesn't appear, follow the on-screen instructions or check my guide on how to enable it. Next, enable 'Hey Google' through the Google app by going to your profile, then Settings, Google Assistant, and finally Voice Match to ensure it is on. Once set up, just say 'Hey Google' to trigger the assistant and tell it whom to call by stating, for example, 'Hey Google, call [friend's name] on speaker', and the assistant will dial for you.
