In exchange, he ensures these groups support Palpatine and his policies. It doesn’t matter to them if Plagueis and Palpatine are corrupt. If anything, most find it easier to work with if they are. Palpatine is happy to leave it at that and simply ensure their patronage, but Plagueis is not satisfied with that. He finds this system to be brittle and inefficient, too prone to failure. The Sith Lord is a scientist at heart and is not satisfied with good enough. He continues to refine and enhance his system. Rather than just take the money of people, he uses and invests it, buying assets for their future empire. He purchases worlds, resources, soldiers, and ships to give their future empire something tangible. This leaves him working closely with another ally in their faction. Count Dooku. Unlike the rest of them, Dooku is no mere official, but a former Jedi and a seasoned politician. Rather than just wishing to amass wealth, he truly wishes to reform the Republic, having been disillusioned by the Republic. Palpatine recruits him to join their group, but Plagueis takes a keen interest in him. The two share a talent in finances. While Palpatine may be the political face, Dooku handles the politics behind the scenes, creating unrest and chaos in the galaxy.
