Russia’s proposal to end war Russia has drawn up an eight-point proposal to end the war in Syria. It suggests constitutional reforms that would lead to presidential elections within 18 months. But the proposal doesn’t mention removing Bashar al Assad from power. It instead asks UN Special Envoy Staffan de Mistura to mediate between the Syrian government and opposition groups. Moscow has also called for the opposition to take part in a second round of talks in Vienna this weekend. Construction on fence begins The government has announced it will begin constructing a fence along the border with Croatia. But Prime Minister Miro Cerar insists it’s to control the flow of refugees and not to keep them out. Last month, the Slovenian parliament gave its army more power at border crossings. And European leaders have sent 175 police officers to Slovenia’s borders. Around 180-thousand asylum seekers have passed through Slovenia since last month. Refugee boat sinks Turkey reports that fourteen people have drowned after a refugee boat sank near the island of Lesbos. The coastguard was able to rescue 27 others. The UN says that more than 773-thousand asylum seekers have crossed into Europe this year. Most of them are from the Middle East and Africa. European and African leaders are set to meet to talk about the current refugee crisis. An official says the EU hopes the crisis will be recognised as a global one. IAAF considers sanctions The International Association of Athletics Federations is set to discuss sanctions against Russia - and has given Moscow until Thursday to respond to accusations that it sponsored doping in the 2012 Summer Olympics. On Tuesday, an independent commission, led by the former head of the World Anti-Doping Agency, also accused Russia of covering it up. It also said the national laboratory destroyed samples. WADA has recommended that Russia be banned from next year’s Olympic Games in Rio.
