Spain : A nation-wide grey area broadband scheme

Spain is the first country in Europe to develop a national-wide broadband scheme in “grey areas”. A grey area is defined as an area where only one network provider is already active, however, another network is unlikely to be developed in the next three years. The European Commission approved the scheme in 2019 and Spain started the project in 2020 with the aim of covering around 3,5 million inhabitants living in rural and remote areas, out of which 430 000 are located in grey areas.
