This should also work in 13.04 and 13.10 and all desktop environments. Why would you want to boot to commandline instead of a GDM? Well a server is something that you do not login often and work on. So one normally does not need a GUI. A command line environment is more secure than a GUI desktop environment and consumes less resources too. But if you ever need a GUI Gnome desktop environment you still have access to it. To make Ubuntu boot to GUI, just login and type "startx" and it should take you to your desktop environment.
