Because of the fact that the Special Delivery to Mama can be done in two separate events, the Kafei Quest is a quest you need to do twice anyway if you're going for 100%. Majora's Mask even makes use of the same engine and most of the character models from Ocarina of Time. But that is where all similarities end, because Majora's Mask takes a vastly different approach and reinvents the Zelda formula by putting the focus on details and side-quests a lot more. But the most important aspect the game leans on is its brilliantly original gimmick: The 3-Day Cycle! In 3 days time the world will be destroyed by a giant moon that comes crashing down on the land of Termina. And Link only has 3 days to stop the Skull Kid who is responsible for this. An impossible task you might say, but what if there is a way to get more time? The concept of time has never been more important.
