North Korea will not hold talks on giving up its nuke program: N.K. diplomat

One of Pyongyang's top diplomats has made it crystal clear that the regime will never negotiate with the United States or anyone else about its nuclear program. The U.S. is pushing for talks,... while keeping military options on the table,... but Russia says diplomacy is the only solution. Kim Hyun-bin reports. Speaking at a forum on nonproliferation in Moscow on Friday,... Choe Son-hui, Director-General of the North American department of North Korea's foreign ministry, said the regime's ultimate goal is to use its nuclear arsenal to attain balance with the United States. "DPRK's nuclear weapons non-negotiable unless the U.S. is prepared to co-exist with nuclear DPRK." She said North Korea lives in constant fear of the U.S.,... which drives it to maintain its development of nuclear bombs and ballistic missiles as a means to defend itself. "The present situation further strengthens our belief that we should strongly hold to nuclear weapons for possible U.S. attack." The diplomat also called on the U.S. to recognize North Korea as a nuclear weapons state. In response, Katina Adams, a spokeswoman for the U.S. State Department, said Washington will not recognize Pyongyang as a nuclear weapons state... and she urged North Korea to come back to the negotiation table. Speaking at the same forum as Choe,... Russia's foreign minister emphasized that talks are the only way to resolve the nuclear crisis on the Korean Peninsula. (Russian) "There's only one way to resolve the North Korean nuclear issue and that's diplomacy. There's no other option." The Moscow conference was attended by diplomats, former government officials and private-sector experts from around 40 countries.
