Normally that would also include maxing out all of Tommy's money, etc, but this video is limited to essentials. This saved-game starts at 21;18, which is the same time at the beginning of the game. Technically it actually starts at 21;16, because after the game is first loaded up, there’s 2 seconds of visual fade-in before you can actually see the time display.Tommy has never been Wasted or Busted. Go up the elevator, an it's the jump directly after the cut scene.
