You ARE allowed to use tranq/stun weapons, and even stun grenades. The only catch is that you need to get the last hit on quiet with a non firearm weapon. The easiest way to do this is to make sure shes completely set up at a sniping spot. From here call in a supply drop on top of her. After the supply drop says its incoming go to your air support options tab and call in weather modification-Rain. This will make Quiet dance in the rain, allowing your supply box the perfect opportunity for a sneak attack. I personally reccommend using the Rocket punch, and tranq sniper in this fight. Also if you are having trouble dodging her sniper shots throw on the heavy armor so you can survive 2 shots.
