SOUNDBITE (English) Kofi Annan, UN Secretary General (on Sudan): "I have myself appealed to the Sudanese government to stop the Janjaweed, that's the militia, and disarm them. Not only that, we recently sent in the special rapporteur who will be submitting a report - human right rapporteur - who will be submitting a report on this situation to us. And I am going in, myself, to found out the situation on the ground, support my people and put additional pressure on the government to do what it has to do. And as it happens, Secretary of State Powell's visit and mine will coincide, and we will be in Khartoum at least one day together, where we will collectively put pressure on the government to do what it has to do. And of course, given the atrocities that have happened and the crimes that have been committed, these are universal crimes, so the perpetrators ought to be put on notice that they would be held accountable, whoever they are." 6. But there is a big but. We don't have enough troops on the ground, ISAF has not deployed outside Kabul. I would appeal to them, to NATO, to deploy the five provisional teams." 8. SOUNDBITE (English) Kofi Annan, UN Secretary General (on the International Criminal Court): "On the question of the International Criminal Court, I think the outcome was a good one for the council and I think also for the Americans. We should not forget that the council, after divisions, just came together on Iraq. And the unity of the council is extremely important. It's not form, it's substance. When they are united and they work well together, they have greater impact and their decisions are usually sounder." 14. Cutaway 15. So as you say carry out threats like two years ago to withdraw from peacekeeping operations." 16. Mid shot Kofi Annan leaving STORYLINE: UN Secretary-General Kofi Annan said on Friday he isn't ready to "send in the cavalry" to protect Sudanese civilians, but he urged all countries to consider committing troops if the government doesn't disarm Arab militias in western Darfur. The conflict, which pits black African tribes against Sudanese government forces and Arab militias, called janjaweed, has killed between 10,000 and 30,000 Sudanese and forced one (m) million people to flee their homes. Some two (m) million people in desperate need of food and humanitarian aid, according to UN and US officials. Annan also warned that the perpetrators of crimes in Sudan will be held accountable. He was pleased at the outcome, saying that it preserved the unity of the Security Council at an important juncture.
