Star Trek Fleet Command: Level 20 Requirements

Hey all, here is a look at the requirements for upgrading your operations to level 20. This is VERY resource and time intensive, so save your materials. This is the primary reason I have not maxed out my 2-star ships. Now that I just finished building ops 20, I am now focusing on maxing out my 2-star battleship and possibly my Kehra.
