Ukraine claims Russia using Vacuum bomb & Cluster bombs || It's a War Crime | What is Vacuum weapon?

As situation is getting tougher and tougher in Ukraine so some kind of disturbing news are being floated by media houses and Ukrainian officials. Recently, Ukrainian Diplomat to US has claimed that Russia is using vacuum bomb against Ukrainian soldiers and civilian population. If Russia is found of using these kind of weapons then it will put Russia on slippery situation because Russia will be treated as "War Crime" nation. So, Russia have to take steps cautiously. Russia must come to the diplomatic table to resole Ukrainian crisis because war will not going to solve this crisis anyway. Peace can be achieved only by talking no by war and USA have to understand the importance of Russia because Russia is a nation with huge resources and this globalized world one country can't be isolated.
