00:00 This is the first Recreation Field committee meeting in the current financial year. The last meeting was on 27 February 2025. Cllr Macdonald assumed the Chairmanship, even though the agenda had no Chair election item. The whole of the allocated 30 minute meeting was taken up discussing the four month old ROSPA report. The ROSPA report was sent to FPC in July 2025, at the start of the children's school holidays and maximum use of the playpark. It has only now been discussed in detail four months later. Below draft minutes of the November 2025 meeting. Several of these reported ROSPA items are repeated from the previous years inspection. No discussion took place on the proposed £14000 toilet, also on the agenda, nor were any 2026 budget proposals submitted by the clerk on the agenda, as required by this committees standing orders. 01:27 Draft minute 04/25. ROSPA Report The report was received in July and has been published on the web. Looked at the issues raised. Bolts on the gates is a longstanding issue. Bark surface needs to be raked over. Seating – foundations are exposed to an inappropriate depth Signage – has been vandalised and needs to be replaced. The Chair has been looking at signage at other play parks. Climbing wall – timber is rotting Trees – look ok, speak to tree surgeon. Tree survey includes most of the trees, some around the edge might belong to other landowners. Climbing wall – concern is red so this needs to be removed and possibly replaced by a another piece of equipment Swing 2 seat – higher medium risk, one leg requires replacement Climbing net – timber may be rotting. MUGA – recommend additional signage Rotting timbers around the boards. This is a major job. Cantilever swing – needs to be checked and maintained Sand tyre – need to remove bark from the sand. Slide – the bushes may need to be cut back as they encroach in the Summer Toddler swing – it is recommended to rake over the bark Resolved - There is a need to prioritise actions which are urgent due to identification of a higher level of risk. A number of these issues can be dealt with by a working party for a few hours on a Saturday morning over the Winter period. This will also look at the need for additional signage and whether we need to obtain quotations for any additional or replacement equipment. The Clerk will ask ROSPA to quote to repair or replace the leg of the swing, and supports on the climber net. 24:54 Draft minute 05/25. Toilet installation a. Quotations for installation Chair advised that these have not been obtained and this item needs to be delayed to the next meeting
