20241103A Tropical Update PTC18 Could Become Rafael Soon Update at 4pm ET Coming

NHC will begin issuing advisories on Potential Tropical Cyclone 18 at 4pm ET. We will issue another more detailed update after that time. There is a threat to the US Gulf Coast over the next week.
