My final Green Arrow combo for a while, and this one does a whopping 47%. Here it is - JF2, B2, Up Haven Blast, 111, Ice Arrow, J2, B2, Up Haven Blast, 111 Hurricane Bow. Instead of the Hurricane Bow at the end, you can load an Ice Arrow. It will only do 44%, but if you do this, then you can load an ice arrow without any risk.
