Leon finds the way out of the Racoon Police Station through the passage below the goddess statue that goes underground. There Leon meets Dr William Birkin who was infected by some G-virus and turned into a monster. After facing the monster Leon finds way to a parking garage which was shut down and only key card can unlock it and let leon out to the city streets. Leon also meets Ada an FBI agent and she was also finding way out from the parking garage. They find an person Ben holding the key card in the prison and to get the key card from him they need to set the power panel parts in place.
