Sir Keir Starmer is set to unveil tougher rules covering foreign criminals and illegal migrants granted asylum under the European Convention on Human Rights (ECHR). The Home Secretary wants to change immigration laws so judges have a tighter legal definition of asylum granted in “exceptional circumstances”. Under a Government plan to be unveiled today, migrants must also spend up to a decade in the UK before they can apply for citizenship while a higher level of English language will be required.
