Tshwane refutes R1.6bn Eskom debt claims

The City of Tshwane is lashing out at Eskom. It says the utility is trying to tarnish its reputation by saying it owes R1.6-billion. Moreover, it says it continues to make daily payments to reduce the debt. But, Eskom says it can't deal with the erratic payments from the capital.
