Rwandan genocide: historians' report highlights France's "overwhelming responsibilities"

The result of two years of work, the conclusion of the report by the commission led by historian Vincent Duclert is unequivocal: France "remained blind to the preparation" for the 1994 Rwandan Tutsi genocide and bears "heavy and overwhelming responsibility" for the tragedy. Following the publication of this report, the Élysée Palace called for an "irreversible" rapprochement with Kigali.
