Rwandan genocide: historians' report highlights France's "overwhelming responsibilities"

The result of two years of work, the conclusion of the report by the commission led by historian Vincent Duclert is unequivocal: France "remained blind to the preparation" for the 1994 Rwandan Tutsi genocide and bears "heavy and overwhelming responsibility" for the tragedy.
