NATO is considering more proactive measures in response to Russia’s escalating hybrid warfare, the Financial Times reported. A top NATO military official told FT that the alliance is reassessing its traditionally reactive posture as Europe faces a surge in hybrid incidents linked to Russia. The head of NATO’s Military Committee said that the alliance could frame a “pre-emptive strike” as defensive measures. He explained that the challenges involve the legal framework and the question of which entity within the alliance would carry out such actions. Admiral Giuseppe Cavo Dragone said that while offensive cyber responses would be the simplest option, retaliation for physical sabotage or drone incursions would be more complex.
