SOUNDBITE (English) Fawzi Barhoum, Hamas spokesman: "We at Hamas are ready to negotiate and make dialogue between Hamas and Fatah under Arabic umbrella or under Palestinian's umbrella because Hamas all the time want to begin the practical steps in order (to) support this negotiation or dialogue between all of the Palestinians, including comprehensive dialogue and to put end to the splitting and division between the Palestinians. Until now, we have received nothing from the Arab countries in order to begin this step." 21. Barhoum leaving STORYLINE The Gaza Strip's ruling Hamas militant group on Tuesday said it has reached a cease-fire with Israel meant to halt Palestinian rocket attacks that have killed seven Israelis over the past year and Israeli ground and air attacks that have killed more than 400 Palestinians. The Egyptian-brokered accord, set to go into effect on Thursday, has the bigger aim of ending Israel's year-long economic blockade of Gaza and bringing home a captive Israeli soldier. But the phased approach is prone to pitfalls, and past deals have quickly broken down. Israel cautiously promised a "new situation" if the rocket fire ends.
