Mulan's composition certainly isn't the most inspiring this morning, but the storm is still capable of delivering large amounts of rainfall to northern Vietnam and the southern coast of China over the next few days as it perishes inland. At the moment, the cyclone is just about to make landfall to the southwest of Mong Cai, on the Vietnam/China border, with winds near 35 miles per hour. Mulan remains extremely broad and has monsoonal characteristics, with columns of convection extending across a large part of the South China Sea towards the Philippines. The center of the storm is difficult to distinguish, but an ASCAT pass overnight confirmed that it still existed over the Gulf of Tonkin, with winds short of gale force. Broad bands of heavy rainfall could cause flash flooding today, with general flooding risks continuing into the weekend across the entire region.
