The United Nations Security Council has endorsed the second phase of a US peace plan for Gaza. Thirteen countries voted in favour of the resolution, with only China and Russia abstaining. The plan calls for a transitional authority in Gaza, nominally headed by US President Donald Trump, as well as an international force to demilitarize the territory. It also envisions a possible path towards an independent Palestinian state. Observers say rebuilding Gaza will be a huge undertaking. The number of damaged buildings there has risen sharply since the start of Israel's war against Hamas.
