The man in charge of compliance with the Baltimore Police Department consent decree said Thursday that becoming a victim of crime has not discouraged him from moving to the city. Baltimore Deputy Police Commissioner Daniel Murphy and his wife were held up at gunpoint Friday evening. In his first public comments, Murphy said he has not changed his mind about Baltimore. He was at federal court Thursday for the quarterly consent decree hearing.
