Sen. Marco Rubio on Texas school shooting: 'Issue is not the firearm, it's the lunatic'

Sen. Marco Rubio spoke with the press pool at the Capitol Wednesday about the deadly school shooting in Texas. During his remarks, Sen. Rubio said gun control legislation is not the solution to stop mass shootings in school, but that schools need to do more to ramp up security. He also said states should look into red flag laws, but that it should be a decision made at the state level, not federally. He went on to say mass shootings are committed by "deranged individuals" and that gun control legislation will not necessarily stop them, saying "the truth of the matter is, these people are going to commit these horrifying crimes."
