Police took Duane "Keefe D" Davis into custody on Friday morning and said he allegedly ordered the hit on Shakur. A documentary filmmaker named Mike Dorsey, who produced a film about the murders of Shakur and Biggie Smalls, predicted Davis would be indicted nearly two months ago.
