Upon their arrival, they came upon an individual who appeared to have sustained some significant injuries." 6. It is a little different. I wouldn't want to speculate on the level of sophistication of the device. But again, it's not something we normally see out there. That's where once we get the confirmation from our lab, we'll be able to give you a little more of a definitive on potentially its structure and its level of sophistication." 8. It could have been two days ago, it could have been yesterday. We're really trying to firm that up." 9. SOUNDBITE (English) Joseph Sullivan, chief inspector, Philadelphia Police Department: "He did suffer injuries to his face, to his torso, and the most severe injuries were to his left hand." 10. SOUNDBITE (English) Joseph Sullivan, chief inspector, Philadelphia Police Department: "There's no structural integrity issues (regarding the apartment where it exploded) but there is substantial damage to the area in which it was opened up, and some of the appliances nearby. So it was a substantial detonation." 11. SOUNDBITE (English) Joseph Sullivan, chief inspector, Philadelphia Police Department: "Commanders at the scene did cordon off the area and they did bring in canines, and they did sweep the area with explosive detection canines and bomb technicians so that we could assure the community that this is an isolated incident, there is one device, and that they should feel safe and secure tonight." STORYLINE: A bomb stuffed inside a padded envelope exploded in a downtown apartment early Tuesday when a man opened the package, apparently thinking it contained medicine, police said. The victim was hospitalized with hand and chest injuries. Federal agents and the city bomb squad were investigating the blast that injured a man in his 60s at about 4 a.m. The man's name has not been released. Authorities said he had arrived home at that hour after being out of town, and was opening his mail. Chief Inspector Joe Sullivan said at a press conference Tuesday afternoon the envelope contained some type of shrapnel and caused "substantial damage" to appliances in the kitchen. The man's most serious injuries involved his left hand.
