I downloaded @bootlegcowboys's video recording of the 11/4/99 blink-182 show that was eventually used for The Mark Tom and Travis Show live record, then synced the portions that were used on the record with the record itself. Some things worth noting: this unquestionably proves that basically everything except drums and crowd was re-recorded in studio (with the exception of The Country Song and 13 Miles, those sound the same on both recordings). There are multiple points where you hear vocals despite Mark/Tom stepping away from the mics (39:25 or 52:26 or 1:06:07, for instance); or can hear guitar despite Tom's hands not moving (31:40 or 48:00). It's also worth noting that most of the banter on the record, including all of the Satan bits, comes from neither this show or the 11/5/99 show (recording linked below), which makes me wonder if they recorded other shows on the tour and used banter from those, or if the banter was a creation of studio magic as well. EDIT: Just saw an interview with Mark where he said the whole Loserkids tour was recorded onto DAT tapes off the soundboard, and at the end of the tour someone went through them all and chose bits of banter to use on the album. So that's where those came from. I still wonder if Satan was studio magic though. EDIT 2: Someone in the comments confirmed that they went to this tour and saw the Satan bit live, so I guess it came from other shows. EDIT 3: I just came across the live versions of a few songs that were on the Adam's Song CD single, and it seems they were taken from the other night of recording for this live album. Those versions sound like they're not overdubbed because they're a bit rougher and messier, so that's probably about what this night sounded like pre-overdubbing.
