People smuggling and migration remains a concern for Libya -- and for Europe. Migrants and refugees from Africa and the Middle East continue to attempt the dangerous crossing over the Mediterranean Sea. While the numbers have dropped, aid agencies are still conducting rescue operations in Mediterranean. Just last week, the Italian Coastguard picked 63 migrants and refugees from their capsized boat.
