The combination is revealed in the S.T.A.R.S. Office. To get there, travel to the R.P.D. east side, grab the Bolt Cutter, cut through the locks, and grab the Fuse (Main Hall) and Valve Handle from the East Office. Open the shutter with Fuse (Main Hall) and head up to the second floor to the Shower Room. Use the Valve handle and follow the pathway to the S.T.A.R.S. Office. Inside is a smaller office, where a memo resides in the back which reveals the safe's combination [9-L, 15-R, L-7]. Then go back to the West Office to unlock the safe. Operate the lever to raise the walkway and into the next area where a Typewriter and Item Box resides. The pouch is in the locker on the right. Hip Pouch #4 (R.P.D./Safety Deposit Room) [SM] - 00:04:28 Find both Portable Safes (1st Run - Shower Room and Linen Room [Diamond Key/Morgue], 2nd Run - Linen Room [Diamond Key], Claire/Interrogation Room [Heart Key/Private Collection Room], Leon/Observation Room [Club Key/Boiler Room]), unlock them, and use both Spare Keys on the terminal keypad to open Locker 203. Hip Pouch #5 (Sewers/Workroom) [SM] - 00:08:10 [The T-Bar Valve from Treatment Pool Room should already have been obtained.] Grab the Sewers Key in the bottom waterway area. Then, take the lift to the Workroom to find the Hip Pouch on a table. Hip Pouch #6 (NEST/Nap Room) [SM/HC]; Trophy/Record: A Waist of Space - 00:09:16 Obtain the Signal Modulator (1st Run - down hatch in greenhouse, through facility, up stairs to storage room; 2nd Run - beside soldier's corpse on Main Shaft).
