It says "Effects with % chance to occur are 50% more likely to occure", but no precise information what this 50% are - percentage in addition to the effect or additional percentage from the original effect, so it can be either 90% or 60% on Ghost armor, still in my testing I see it procing every time, so it more looks like 90%.
