My tactic for the four star wolf was to go to drinking spots - particularly lakes - and either down a female or a one or two star mature adult, to try and get a four star to spawn. I was lucky with this four star, as I'd just shot a bear and alerted a pack of wolves I didn't realize were there. When wolves are alerted they often just stand on the spot for a while before fleeing, so it was a good opportunity to take it down.
