Iraq - Butler addresses press conference

(19 Jan 1998) T/I: 10:52:31 UN disarmament chief Richard Butler arrived in Baghdad Monday (19/1) in a bid to ease the crisis over arms inspections. Butler is expected to deal with the issues of access, monitoring and the make-up of inspection teams. In a press conference shortly after his arrival, Butler said that the UN Security Council was not prepared to accept any deviation from full access and complete inspections. You all know what happened there. The Security Council took up a letter I wrote to them with respect to them that Iraq had announced and, against the Council, adopted a position that Iraq must co-operate unconditionally with the Commission with respect to access sites and indicated that once again it wanted me to come here as its representative to seek Iraq's agreement to comply with decisions of the Security Council. So, maybe you could say that I'm after one Security Council decision too many because there was to be a decision after our visit in December but now we have an additional one as a consequence of last week's action which I regret. But I don't regret in any way the content of those decisions.
