SOUNDBITE: (English) Ban Ki-moon, UN Secretary General: "On this Iranian nuclear issue, I am deeply concerned again that (the) Iranian government did not meet the deadline set by the Security Council. In fact, this has been in the hands of the Security Council, (the) Security Council has adopted a sanction measure against the Iranian(s), and we hoped that (the) Iranian government would have fully complied with all these resolutions adopted by the Security Council." SOUNDBITE (Russian) Sergey Lavrov, Russian foreign minister: ''We confirmed that we will thoroughly pursue our joint objectives, which are connected to not allowing violations of the non-proliferation treaty. We will study tomorrow's expected report from the General Director of the IAEA, and on these grounds will decide our next steps both within the framework of the Security Council and through other channels, with the aim of, in spite of everything, getting to a point as soon as possible where we can start negotiations.'' 11. Wide of news conference 12. SOUNDBITE (German) Frank-Walter Steinmeier, German foreign minister: "We certainly believe that we should hold on to the so-called "double-track" procedure. That means, on the one hand we should explicitly demand that Iran return to a platform of international trust and fulfil our expectations regarding the co-operation with the IAEA (International Atomic Energy Agency). On the other hand we should be prepared to resume negotiations, if there are reliable signals of willingness to compromise." 13. Cutaway of photographer 14. Steinmeier and Lavrov leave podium and shake hands STORYLINE: UN Secretary General Ban Ki-moon said on Thursday he was "deeply concerned" that Iran had failed to meet Wednesday's Security Council deadline regarding the country's nuclear programme. The Security Council is demanding that Iran immediately and unconditionally stop uranium enrichment, after which European-led negotiations over an economic reward package could begin. Iran has long insisted it will not stop its nuclear activities as a precondition for negotiations. "The Security Council has adopted a sanction measure against the Iranian(s), and we hoped that (the) Iranian government would have fully complied with all these resolutions adopted by the Security Council," Ban told reporters in Vienna after meeting with Austrian foreign minister Ursula Plassnik. Ban made the comments shortly before UN nuclear chief Mohamed ElBaradei announced that Iran has refused to suspend uranium enrichment as demanded by the UN Security Council. In a report to the International Atomic Energy Agency's board of government obtained by the Associated Press, ElBaradei said, "Iran has not suspended its enrichment related activities" and was continuing a variety of enrichment activities. The finding could lead to Security Council sanctions broader than the limited set imposed by the council last month. The UN chief added that he hoped the breakthrough North Korea nuclear disarmament deal reached earlier this month would send a positive message to Iran.
