The new Smoker is coming to Bounty Rush! According to OPBR's Tweet, he is going to be a Blue Attacker, and he will have a Double/Dual Team attack that includes Tashigi, as well as a Smoke attack simliar to Blackbeard's Skill 1 where it sucks enemies in from a distance.
