I thought it was region free but I have noticed if someone has a different version, the lobby does not show up for them in local multiplayer. Most people I have encountered are using the EUR version of the rom so I suggest getting that one. 1 Install Citra https://citra-emu.org/download/ 2 Launch Citra and then close it. This generates the roaming citra folder. 3 Navigate to the roaming citra folder. C:\Users\Your Account Name\AppData\Roaming\Citra You may have to turn on "show hidden files and folders" in File Explorer Options. (Start/windows key, then start typing "file explorer options") You can also get to this folder by File-Open Citra folder from Citra itself. 4 Paste the nand and sysdata folders into the roaming citra folder. I had to delete my nand link because it is my personal 3DS nand and now that Citra might be going online in the future, I don't want my personal nand being used for that although it is probably too late. 5 Launch Citra again. You should now see a list of "System Titles" 6 In Citra, go to Emulation-Configure-System, and change the username to what you want and Regenerate the Console ID. If this doesn't work and your name still shows up wrong, launch "System Settings" from the installed title list and rename your 3DS profile. If you imported your own nand from your real 3DS, you don't need this step. 7 Launch Mii Maker in the "System Titles" list. Make your Mii and save it. 8 Extract the 3ds roms to a directory of your choice and choose the rom directory in Citra. 9 Install any CIA updates/titles. File-Install CIA (smash 1.1.7 update etc) 10 Toggle Download Play function in the debug menu. View-Debugging-Toggle LLE Service Modules- check the box that says "DLP". It is about halfway down the list. Congratulations! Launch Kart 7 and Go to "Create a Group" in local play, if the game doesn't soft-lock and you are able to progress to the "Waiting for Players" lobby, you did everything right and are all set! If the game acts like it is running but you are still stuck on "Create a Group" and controls locked, then you did something wrong. Obviously your results may vary and you need decent pings to the server. The best thing to do is host your own Citra Netplay Server and have your friends in your geographical region join for a better experience. You will need to port forward port 24872 in your router for your PCs local IP if you want your friends to join.
