Pokemon Go - Jessie and James Team Rocket Battle w/ lv 39 Neither one of them will use shields but they do use ones that have really high CP. I used Rayquaza, Shadow Mewtwo, and Kyogre against Jessie, and Tyranitar, Shadow Mewtwo, and Rayquaza against James.
