Super Mario World: Chocolate Island 3 (Secret Exit)
The reason why the goal will be above when you first find it is because the Secret Exit is beyond that goal. Those 3 arrow signs hint at that. Use a Cape or a Winged Yoshi yo get to that Secret Exit. No Keys or Keyholes to find there.
