David McDaniel, program chief for the U.S. Army Corps of Engineers Sacramento District, explains why the district is reinforcing and raising more than 4,000 feet of levee in Sacramento, Calif. The levee, running east from Howe Avenue along the American River's north bank, is being raised an average of one foot to safely pass more water coming from Folsom Dam and its auxiliary spillway—currently under construction and slated for completion in October 2017. The levee project is part of the American River Common Features project, a joint flood risk reduction effort between the Corps, the state's Central Valley Flood Protection Board, Department of Water Resources and the Sacramento Area Flood Control Agency.
