Iron Man supports the act, but Captain America believes that saving the world is daring enough and that they cannot rely on the government to protect the world. The movie also includes Bucky Barnes, who is brainwashed to be the Winter Soldier and causes a car crash that recovers bags of a serum that turns people into super soldiers. The movie's main conflict is introduced when the meeting of the U.N. in Vienna, to sign the Accords, is bombed, killing the King of Wakanda. Cap's old pal Bucky is blamed, and Cap refuses to let Bucky be killed and goes after him himself.
